New security permissions were added in version 10.02 regarding viewing social security and tax id numbers.
The user trying to print the 1099 forms needs to have security permissions to ‘view Social Security and Tax ID Numbers’ and ‘view Social Security and Tax ID Numbers on Reports.’
From the Navigator, click Setup Preferences/Security Settings/Create Users and Assign Security/Permissions.
On the Standard Options tab, both fields must be checked.
